The Government of Albania has received a credit from the International Development Association (IDA) toward the cost of the Social Services Delivery Project, and it intends to apply part of the credit proceeds to payments under the contract:

The evaluation will be made and contract be awarded in lot by lot basis.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995, revised January and August 1996, September 1997 and January 1999. It is open to all bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

·  During the past two years, the bidder must have completed at least one successful contract with supplying furniture and Commodities equipment similar and of a comparable scale with the characteristic and technical specifications provided in the Technical Specification Section of this Bidding Document for respective lot.

·  Lot I: The bidders should demonstrate an average annual turnover of at least US$ 400,000 equivalent for one of the last two years.

·  Lot II: The bidders should demonstrate an average annual turnover of at least US$ 760,000 equivalent for one of the last two years.

·  Lot III: The bidders should demonstrate an average annual turnover of at least US$ 650,000 equivalent for one of the last two years.

·  Lot IV: The bidders should demonstrate an average annual turnover of at least US$ 140,000 equivalent for one of the last two years.

Interested eligible bidders may obtain further information from Project Coordination Unit of Social Services Delivery Project, and inspect the bidding documents at the address given below from 0830 to 1600 hours, Monday through Tuesday and from 0830 to 1400 hours on Friday. The document is already available for inspection, handout or dispatch.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 150 for each set by submitting Bank Statement to the PCU Officer. The method of payment is bank transfer to:

The document will be sent by DHL Courier, or, at the option of the Bidder, handed to a representative of the eligible bidder. In all cases a full street and postal address must be provided with request and payment.

Bids must be delivered to the address below at or before 1200 hour on 7 January 2008. All bids must be accompanied by:

·  A bid security of US$ 4,000 or any other equivalent amount in a freely convertible currency, for the Lot I: Furniture for “Development Centre”

·  A bid security of US$ 7,600 or any other equivalent amount in a freely convertible currency, for the Lot II: Furniture for “Residence for Minors”

·  A bid security of US$ 6,500 or any other equivalent amount in a freely convertible currency, for the Lot II1: Furniture for “House for the Elderly”

·  A bid security of US$ 1,400 or any other equivalent amount in a freely convertible currency, for the Lot IV: Commodities for “Residential Care Centers”

Late bids will be rejected. Bids will be opened immediately thereafter, in the presence of the bidders’ representatives who choose to attend, at the same.
